When speak to Fifth Eye in Vendrian's Well Scarlet Chrous camp: DO NOT choose "I will speak to the prisoner". Instead say that you do not belong to the Voices of Nerat. At this point Fifth Eye will offer compensation options: first option just gives favor with Scarlet Chorus, Second option gives you rings(currency), third option says you want knowledge. Pick this option and he will offer Blood Chanter lore.
You will not get the Sigil until after all the events in Vendrian's Well. When the events are complete and you go to Tunon's court, talk to the Scarlet Chrous representative and he will give you the Blood Magic Sigil.
Note you will be given the Sigil even if you chose to side with the Disfavored.
