1. Speak to Lohara.
2. Find a sympathetic Forge-Bound.
3. Kill Lohara.

Walkthrough

After obtaining this quest from Seven Toes, head to Lethian's Crossing and speak to Lohara. After speaking with her, speak to Ulantis. Now you must kill Lohara. Attack Lohara and then report to Seven Toes.
